The RSPP Employer – Common Module course is intended for employers who choose to personally assume the duties related to workplace risk prevention and protection within their organisation.
 
The training programme has been developed in compliance with Article 34, paragraph 2 of Legislative Decree 81/2008 and the State–Regions Agreement No. 59 of 17/04/2025, and aims to provide technical and operational skills in risk assessment, the identification of prevention and protection measures, and the correct preparation of the Risk Assessment Document (DVR).
Important note: access to the Common Module is permitted only to those who have already attended the prerequisite course for Employers.
 
General objective
To provide workers and other parties involved in the company’s prevention and protection system with knowledge and procedures useful for carrying out their activities safely, supporting the identification, reduction and management of risks in the workplace.
Specific objectives
  • To illustrate the main criteria and methods for risk assessment, developing the skills required to draft the risk assessment document;
  • To acquire knowledge of risk factors and the prevention and protection measures to be adopted;
  • To provide methodological tools for the correct structure and organisation of the DVR.
Expected outcomes
At the end of the course, participants will be able to:
  • Identify and classify the main hazards present in workplaces;
  • Apply the main risk assessment methodologies;
  • Identify the most suitable technical, organisational and procedural measures for prevention and protection;
  • Correctly draft a Risk Assessment Document (DVR).
The course consists of a single technical-operational module with a total duration of 8 hours.

Technical and operational module
The risk assessment process: criteria and methodologies
  • Tools and criteria for identifying and assessing risks;
  • Structure and contents of the Risk Assessment Document;
  • Analysis of near misses and their underlying dynamics;
  • Management of technical and administrative documentation;
  • Simplified procedures for drafting the risk assessment.
Risk factors and prevention and protection measures
  • Analysis of risks related to: workplaces, work equipment, manual handling of loads, display screen equipment (DSE/VDT), physical agents, hazardous substances, biological agents, explosive atmospheres, work-related stress and psychosocial factors, as well as risks linked to gender, age and origin from other countries;
  • Technical, organisational and procedural prevention and protection measures;
  • Personal protective equipment (PPE);
  • Safety signage.
The course also includes the preparation of a Risk Assessment Document based on a practical case consistent with the relevant ATECO sector.

The course aims to train Employers in the fundamental skills related to occupational health and safety, enabling them to directly perform the company’s prevention and protection duties.

The contents of the RSPP course organised by A&P Consulting comply with the Agreement between the Minister of Labour and Social Policies, the Minister of Health, the Regions, and the Autonomous Provinces of Trento and Bolzano on training courses for the direct performance, by the employer, of prevention and protection duties against risks, pursuant to Article 34, paragraphs 2 and 3, of Legislative Decree No. 81 of 9 April 2008.

The main topics covered during the lessons include:

  • the legislative framework on workers’ safety;
  • civil, criminal and administrative liability, as well as insurance protection;
  • the Risk Assessment Document (DVR);
  • organisational models for safety management;
  • the main risk factors;
  • communication techniques;
  • health surveillance.

When can the employer take on the role of RSPP?

The Employer may personally assume the role of Head of the Prevention and Protection Service (RSPP) for their company in the following cases:

  • craft businesses with up to 30 employees;
  • industrial companies with up to 30 employees;
  • agricultural and livestock businesses with up to 10 employees;
  • fishing companies with up to 20 employees;
  • other companies with up to 200 employees.

Delivery mode and locations

Training delivered in distance learning (F.A.D.) is provided via video conference.

Teaching approach and final certificate

Training is interactive, based on dialogue and mutual discussion among participants. Trainers are professionals with extensive experience and long-standing expertise in the course topics. During the course, participants receive all training materials used by the instructors, in order to follow the programme effectively.

To obtain the certificate, participants must attend at least 90% of the training hours and pass the final learning assessment test. A personal attendance certificate, valid throughout Italy, will then be issued.
